To recruit a hero you need an Inn and Feasting Hall
Mayor: Goto Feasting Hall,  Appoint Mayor. His stats lends benefits to your city.

Politics: Add to the bonus you get in resources. Politics also decrease building time.
Attack: Lowers time required to train troops or increases troop strength when marching.
Intelligence: Lowers time to research.
